Legal Consultant for Child & Youth Data Interoperability (Montenegro)

About the role

UNICEF seeks a specialised legal consultant to support a national assessment of the legal and institutional conditions required for interoperable child‑ and youth‑centred data systems in Montenegro. The consultant will ensure that proposed data exchanges are grounded in national law and are operationally feasible.

Key responsibilities

• Conduct a comprehensive legal analysis of data flows, safeguards, and institutional responsibilities for selected priority use cases.
• Develop a Legal Basis Register and identify regulatory gaps affecting data interoperability across education, employment, social welfare, child protection, health and related sectors.
• Provide actionable recommendations for laws, bylaws, protocols, agreements or institutional procedures needed to enable lawful and secure inter‑institutional data exchange.
• Engage with ministries and relevant agencies (e.g., Ministry of Education, Social Inclusion) through consultations and workshops.
• Work exclusively with system metadata, legal documentation and anonymised examples; no access to identifiable child‑level data.

Required profile

• Advanced degree in law with expertise in data protection, administrative law or related fields.
• Demonstrated experience analysing legal frameworks for data sharing and interoperability.
• Familiarity with Montenegro’s legal and administrative system is essential.
• Strong analytical and drafting skills, able to produce clear legal recommendations.
