About the role
UNICEF Montenegro seeks an experienced consultant to provide specialised technical and IT systems support for a comprehensive assessment of data interoperability across child‑ and youth‑centred administrative systems.
Key responsibilities
- Assess legal, institutional, technical and procedural conditions required for secure, rights‑based data interoperability.
- Define an interoperability framework aligned with Montenegro’s National Interoperability Framework, the EU Interoperability Framework, the Interoperable Europe Act and GDPR.
- Collaborate with the Ministry of Education, Science and Innovation, a coordination team of relevant institutions and EU Delegation support.
- Contribute to improving identification and tracking of NEET youth, early detection of violence against children, and monitoring of vulnerable groups.
Required profile
- Proven experience in assessing and designing interoperability solutions for public‑sector data systems.
- Strong understanding of national and EU legal frameworks governing data exchange, including GDPR.
- Ability to work with ministries, NGOs and international partners in a multi‑stakeholder environment.
