Country Technical Assistance Operations Lead – Montenegro

About the role

The Greening Financial Systems Technical Assistance Programme (GFS TA) seeks a Country Technical Assistance Operations Lead for Montenegro. Working part‑time, you will provide strategic and technical insight to the GFS TA Implementation Team and act as the primary liaison with public‑ and private‑sector stakeholders.

Key responsibilities

• Deliver continuous strategic and technical advice on climate‑related finance trends and emerging green‑finance initiatives in Montenegro.
• Serve as the visible point of contact for the GFS TA, ensuring a single focal point for all stakeholder interactions.
• Support sub‑assignment team leads with local expertise, facilitating the design and implementation of green‑finance programmes and products.
• Monitor national and bank‑specific climate‑risk management practices, green‑finance products, and non‑financial climate initiatives relevant to the programme.
• Provide input to the Programme Management Team at the European Investment Bank (EIB) on progress and emerging opportunities.

Required profile

• Deep understanding of the national and international green‑ and climate‑finance landscape, including NDC implementation and Paris Agreement tracking.
• Familiarity with climate‑finance reporting platforms, tools, and methodologies.
• Knowledge of climate‑risk management, stress‑testing, scenario analysis, and reporting frameworks such as TCFD and ISSB.
