Consultant for Technical & IT Systems Assessment of Child Data Interoperability

About the role

The consultancy will provide specialised technical and IT systems support to assess the conditions required for secure, rights‑based interoperability of administrative data systems that serve children and youth in Montenegro. Working closely with the Ministry of Education, Science and Innovation, UNICEF Montenegro and a coordination team of relevant institutions, the consultant will help define an interoperability framework aligned with national and EU regulations.

Key responsibilities

• Analyse existing education, employment, social welfare, child protection and health data registries and their technical architectures.
• Identify legal, institutional, technical and procedural gaps that hinder data sharing.
• Develop recommendations for a sustainable, GDPR‑compliant interoperability framework.
• Facilitate workshops and co‑creation sessions with stakeholder institutions.
• Produce a comprehensive assessment report and an implementation roadmap.

Required profile

• Proven experience in national‑level data interoperability projects, preferably in the public sector.
• Strong understanding of EU and national data protection and interoperability standards.
• Excellent analytical and stakeholder‑engagement skills.

Required skills

• Knowledge of interoperability frameworks (e.g., NIF, EIF).
• Familiarity with GDPR and related legal requirements.
