Project Analyst – Digitalization of Visa Issuance System

About the role

The Project Analyst will support the coordination and implementation of UNDP’s digital transformation intervention for Montenegro’s visa issuance system, working closely with the Ministry of Foreign Affairs and technical specialists.

Key responsibilities

• Manage and implement gender‑sensitive project activities related to the development and deployment of the new Visa Information System and supporting infrastructure.
• Coordinate partnerships with the Ministry, diplomatic missions, EU stakeholders, and technical service providers.
• Mobilize resources, maintain donor communication, and contribute to the design of follow‑up projects.
• Provide strategic and technical advice on visa policy, interoperability, biometric systems, cybersecurity, and data protection.
• Monitor progress, ensure quality reporting, and identify new interventions aligned with Montenegro’s EU accession.
• Supervise consultants and vendors, ensuring timely delivery of ICT, cybersecurity, and system‑architecture tasks.

Required profile

• Experience in managing complex digital transformation projects, preferably in public‑sector or international development contexts.
• Strong coordination skills with ability to work across ministries, donors, and technical teams.
• Understanding of EU visa and Schengen acquis, digital public services, and institutional capacity building.
