Project Analyst – Digitalization of Visa Issuance System

About the role

The Project Analyst will support the modernization of Montenegro's visa issuance system, working under the Team Leader for Governance and Responsive Institutions and the Programme Analyst for Digital Governance Acceleration. The role involves coordinating project activities, liaising with the Ministry of Foreign Affairs and technical specialists, and ensuring timely delivery of system development and capacity‑building components.

Key responsibilities

• Coordinate and implement gender‑sensitive project activities related to the digitalisation of the visa issuance system, including development and deployment of the new Visa Information System and supporting technical infrastructure.
• Engage with donors, partners and stakeholders to mobilize resources, report progress and contribute to the design of follow‑up projects.
• Supervise consultants and vendors, assign tasks, monitor progress and ensure effective coordination across technical and operational functions.
• Provide advisory support on strategic and technical matters such as interoperability, biometric systems, cybersecurity, data protection and EU visa policy.

Required profile

• Experience in managing complex digital transformation projects, preferably in public administration or visa services.
• Strong analytical and coordination skills, with ability to work across multiple stakeholders and institutions.
