National Legal Consultant for Child & Youth Data Interoperability

About the role

UNICEF is seeking a National Legal Consultant to support a comprehensive assessment of legal and institutional conditions required for interoperable child‑ and youth‑centred data across multiple sectors in Montenegro. The consultant will work closely with UNICEF, the Ministry of Education, Science and Innovation, and other coordination partners.

Key responsibilities

• Provide specialised legal and institutional support for assessing data interoperability across education, employment, social welfare, child protection, health and related sectors.
• Develop a Legal Basis Register, conduct a legal and regulatory gap assessment, and propose recommendations for laws, bylaws, protocols, agreements or procedures.
• Ensure that all proposed data exchanges, safeguards and operational recommendations are legally grounded and institutionally feasible within Montenegro’s framework.
• Conduct consultations with relevant ministries and agencies, working with system metadata, legal documentation and anonymised examples.
• Focus on priority child‑ and youth‑centred use cases such as NEET identification, early school‑dropout detection, violence‑against‑children response, and support for children with disabilities.

Required profile

• Advanced degree in law or a related field with strong knowledge of Montenegro’s legal system.
• Experience in data protection, inter‑institutional data exchange and public‑sector legal frameworks.
• Proven ability to conduct legal analysis, draft registers and produce actionable policy recommendations.
• Excellent communication skills for stakeholder consultations.
